Hiring Hall Rules, Procedures, and Re-Sign Policy



1. All applicants for employment must sign the appropriate “Out of Work” list and fill out a registration card. This card must be filled out completely and signed. If you have been working in the Local jurisdiction, you will need a copy of your termination slip to sign the Out of Work list.

2. All applicants shall be required to furnish verified or documented proof of work experience, approved by the Hiring Hall Administrator, to qualify for employment.

3. Hours of registration shall be during normal office hours Monday through Friday.

4. It is the responsibility of the applicant to notify the Hiring Hall of any address or phone number changes.

5. All calls will be listed as either a Long Call or a Short Call.

Long Calls – Referrals which are anticipated by a contractor to last more than 14 calendar days shall be classified as long calls. Absent specific identification by a contractor as short call, a request shall be classified as a long call and dispatched as such from the long call list.

If an applicant accepts a long call, and works less than 14 calendar days, due to no fault of his own, the referral will be treated as a short call, and the applicant shall be restored to his place on the long call list. Upon layoff from a job lasting less than 14 calendar days, the applicant will be re-positioned at the bottom of the short call list when re-registering.

Short Calls – Referrals which are anticipated by a contractor to last 14 calendar days or less shall be classified as short calls. To give all applicants an opportunity to receive work, short calls will be rotated. A contractor must specifically identify a referral as a short call for dispatch from the short call list.

An applicant who accepts a short call shall retain his position on the long call referral list. Applicants can work for a maximum time period of 14 calendar days on a short call. At the conclusion of the 14-day time period, the contactor must lay off the applicant.

An applicant, who accepts a short call, which through no fault of his own, lasts 3 calendar days or less, shall be restored to his appropriate place on the short call list.

7. Applicants from all groups of our referral procedure must visit the website between the hours of 4:30 p.m. and 7:00 a.m. to request any of the jobs listed.

The referrals will be issued at 8:00 a.m. You must be available by phone after 8:00 a.m. to receive a job. If you fail to answer your phone, you are required to return the call within 30 minutes or you will be passed over for the job(s). Any unfilled calls will be filled by the Referral Agent as he deems necessary. Any new calls or unfilled calls will be put on the job line and the website for referral on the following day.


8. Applicants must re-sign monthly in person. Re-sign is due between the 10th and the 16th of each month. No EARLY/LATE re-signs will be accepted. Original Sign Date __________________ 

9. Applicants must continue to meet the requirements for referral under their Group.

10. Any applicant accepting employment and not showing up for the referral and/or without proper notification to the hall will be removed from the out of work list.

11. Referral Fee - An applicant, who is not an IBEW member in good standing, shall pay a monthly service fee to the Local Union to utilize the Local 481 hiring hall, including the Inside Agreement, Telecommunications, Convention Center, and Short Call agreements. If an applicant was an IBEW member in good standing when signing the referral book and his IBEW membership has lapsed while he is awaiting dispatch, that applicant will be required to pay the monthly referral fee to remain on the Local 481 referral book. The Business Manager shall determine a reasonable service fee to be charged to non-member applicants consistent with the cost of operating the Local 481 hiring hall.

12. Special Skills and Abilities - To accommodate Employer requests for applicants who satisfy bona fide requirements for special skills, abilities, or other attributes, Local 481 shall dispatch the first applicant on the out-of-work list possessing those skills, abilities, or attributes.

13. Market Recovery Journeymen – Market Recovery Journeymen shall retain their position on the applicable referral lists for a period of six months while working under the Market Recovery Addendum.

It is the responsibility of the applicant to notify the Union Hall and provide a termination slip upon termination.
