REFERRAL POLICY
Registration

All applicants seeking employment through the IBEW Local 481 Hiring Hall must sign the appropriate “Out-of-Work” list and complete a registration card.

The registration card must be completed in full and signed before the applicant is placed on the Out-of-Work list.

Applicants who have been working in Local 481’s jurisdiction must provide a copy of their termination slip to sign the Out-of-Work list.

Verification of Work Experience

All applicants must provide verified or documented proof of work experience, as required and approved by Local 481, to qualify for referral within the appropriate classification.

Applicants are responsible for providing accurate and complete information necessary to establish their eligibility for referrals.

Registration Hours

Registration for the Out-of-Work list will be conducted during normal Union Hall office hours:
Monday through Friday
8:00 am – 4:30 pm

Applicant Contact Information

It is the responsibility of each applicant to maintain a current and accurate mailing address, email address, and telephone number on file with IBEW Local 481.

Applicants must promptly notify the Union Hall of any changes to their contact information.

IBEW Local 481 will use the contact information on file when communicating with applicants regarding referrals and required paperwork. Failure to receive communication due to outdated or inaccurate contact information does not excuse an applicant from complying with applicable referral requirements or deadlines.

Online Job Bidding

Applicants who are ready to work may view available job calls and submit bids through the IBEW Local 481 website at www.ibew481.org.

Local 481 Members:

Password: Card Number

If logging in for the first time, the username is the member’s last name and the password is the member’s card number.

Non-Local 481 Members:

Username: Email
Password: Last four digits of Social Security number

The username is the applicant’s email address, and the password is the last four digits of the applicant’s Social Security number.

Job Bidding and Referral Process

Applicants from all groups in the referral process must submit job requests through the IBEW Local 481 website between 4:30 pm and 7:00 am.

Referral Processing
Referrals will be processed beginning at 8:00 am.

Applicants selected for a job will be sent pre-employment referral paperwork by email. Referral paperwork will generally be sent between 8:00 am and 9:00 am.

Applicants participating in the referral process are responsible for monitoring the email account on file with Local 481 during the referral period.

Required Referral Paperwork
To receive the official referral, a selected applicant must fully complete and submit all required referral paperwork within one hour of the referral email being sent, unless otherwise directed by the Referral Agent.

All required fields, acknowledgments, authorizations, and signatures must be completed. Incomplete, unsigned, or unsubmitted paperwork will not satisfy the referral paperwork requirement. If all required paperwork is not completed and submitted by the applicable deadline, the applicant may be passed over for that job and the job may be offered to the next eligible candidate.

Email Responsibility

Referral paperwork will be sent to the email address on file with IBEW Local 481. It is the applicant's responsibility to:
• Maintain a current and accurate email address on file
• Monitor that email account during the referral period
• Check spam, junk, or other filtered email folders for referral communications

Failure to complete the referral paperwork because of outdated or inaccurate contact information, failure to monitor email, or other circumstances within the applicant’s control will not extend the applicable deadline.

Telephone Availability

Applicants must remain available by telephone after 7:00 am in the event the Referral Agent needs to contact them regarding a referral, eligibility, paperwork, job requirements, or other referral-related matters.

Final Referral
A referral is final only after all applicable requirements have been satisfied and the referral has been issued by IBEW Local 481.

Any new or remaining calls that have not been filled may be posted on the IBEW Local 481 website for referral on the following business day.

Long Calls and Short Calls

All calls will be classified as either Long Calls or Short Calls.

Long Call: Referrals that the contractor anticipates will last more than 14 calendar days.

Unless a contractor specifically identifies a referral as a Short Call, the referral will be classified as a Long Call and dispatched from the applicable Long Call list.

If an applicant accepts a Long Call and works fewer than 14 calendar days, through no fault of his own, the referral will be treated as a Short Call, and the applicant will be restored to the appropriate position on the Long Call list.

Upon layoff from a job lasting fewer than 14 calendar days, the applicant will be placed at the bottom of the Short Call list upon re-registration.

Short Call: Referrals that the contractor anticipates will last 14 calendar days or less.

To give all applicants an opportunity to receive work, short calls will be rotated among applicants. A contractor must specifically identify a referral as a Short Call for it to be dispatched from the Short Call list.

An applicant who accepts a Short Call will retain his position on the Long Call referral list.

Applicants may work a maximum of 14 calendar days on a Short Call. At the conclusion of the 14-day period, the contractor must lay off the applicant.

If an applicant accepts a Short Call that, through no fault of the applicant, lasts three calendar days or less, the applicant will be restored to his appropriate place on the Short Call list.

Monthly Re-Sign

Applicants must re-sign the Out-of-Work list monthly, in person, to maintain their position on the applicable referral list.

The re-sign period is between the 10th and the 16th of each month.

No early or late re-signs will be accepted.

Failure to properly re-sign during the established re-sign period will result in the applicant losing their current position on the Out-of-Work list.

Continued Eligibility

Applicants must continue to meet all requirements applicable to their referral group or classification.

Applicants are responsible for providing any documentation necessary to establish or maintain their eligibility for referral.

Failure to Report for Referral

Any applicant who accepts a referral through the Local 481 Hiring Hall and fails to report for the referral as directed, without proper notification to the Union Hall, will be removed from the Out-of-Work list.

Referral Fee

An applicant who is not an IBEW member in good standing must pay a monthly service fee to the Local Union to utilize the Local 481 Hiring Hall, including referrals for the Inside Agreement, Telecommunications Agreement, Convention Center, and Short Calls.

If an applicant was an IBEW member in good standing when signing the referral book but their IBEW membership lapses while they are awaiting dispatch, that applicant will be required to pay the monthly referral fee to remain on the Local 481 referral book.

The Business Manager shall determine a reasonable service fee to be charged to non-member applicants consistent with the cost of operating the Local 481 Hiring Hall.

Special Skills and Abilities

To accommodate an employer’s request for applicants who satisfy bona fide requirements for special skills, abilities, or other attributes, Local 481 shall dispatch the first eligible applicant on the Out-of-Work list who possesses those skills, abilities, or attributes.

Market Recovery Journeymen

Market Recovery Journeymen shall retain their position on the applicable referral lists for a period of six months while working under the Market Recovery Addendum.

Upon termination, it is the applicant's responsibility to notify the Union Hall and provide a termination slip as required.
